Reviewing ISAs
In February 2025 we commented on press speculation about whether the Government was considering a shake-up of Cash ISAs. There were even concerns that an ISA reform may have formed part of the Spring Statement in March. That Spring Statement passed without any ISA changes being announced and it now appears that the question of Cash ISAs will form part of a wider review into ISAs as a whole.
On 23 April the Economic Secretary to the Treasury, Emma Reynolds, gave evidence to the Treasury Committee. The enquiry’s focus was on the future of Long Term ISAs (LISAs); but as part of her evidence Emma Reynolds commented that an overall review of ISAs was at the ‘policy formation stage.’ No timescale was given although a comment to the effect that there is only one fiscal event this year, the Autumn Statement, could indicate that an announcement may be forthcoming at that time. It is generally expected that any reform might then take effect from April 2026.
