Pre-Budget Rumours

At the time of writing the 2025 Autumn Budget on 26 November 2025 is just over a month away. As is traditional in the run up to any Budget, the press is awash with rumour and speculation. Some is driven by ‘market commentators’ looking to fill column inches. Other rumours come from leaks and hints floated into the press by the Treasury, as Government officials try to judge how potential changes might be perceived.

Back in February we touched on speculation that the Government was looking at cutting down the maximum contribution into cash ISAs. That didn’t come to pass, with the Chancellor commenting that ISA changes were more a matter for a Budget than for the Spring Statement. Unsurprisingly therefore those rumours are back, this time seen alongside a rumour that there might be some sort of UK investment quota placed on stocks and shares ISAs. Until the actual Budget announcement, these rumours, together with all sorts of speculation on a range of measures including potential pension changes remain just that: rumours and speculation. The best advice for investors therefore is to continue to invest based on current personal circumstances and future goals.
